The Judicial Council of Georgia, the Georgia Sheriffs' Association, and the Administrative Office of the Courts (AOC) worked aggressively  to create and implement the various requirements of Senate Bill 491 (2010). This Bill became law on July 1, 2010, and compels the certification of certain servers of civil process. On January 21, 2011, the Judicial Council adopted rules governing this program.
